MARI is a public-health diversion and overdose-deflection program for people in Dane County struggling with substance use who’ve had police contact tied to low-level, non-violent, substance-related offenses or who’ve experienced an overdose.
In partnership with the Madison Police Department, Dane County, and healthcare providers, MARI connects people to assessment, treatment planning, and recovery support instead of prosecution an approach shown to reduce recidivism.
MARI supports people experiencing opioid, stimulant, or amphetamine use disorder, or co-occurring mental health concerns. Participation follows a treatment and recovery pathway that typically runs about six months, based on individual needs.
MARI isn’t available for violent or high-risk offenses, and isn’t the right fit for someone who needs immediate inpatient stabilization or isn’t ready to engage in treatment.

You can enter MARI through a Madison PD referral, outreach from the program team, or self-referral. Tellurian completes a clinical assessment and confirms eligibility and next steps.

Participants receive case management, substance use counseling, community-based assessments, recovery planning, and referrals to residential treatment, outpatient programs, peer support, or withdrawal-management services as needed.
The goal is to help you engage in treatment, reduce legal risk, and build a safer path forward. In some cases, completing the program can lead charges to be dismissed, not pursued, or viewed more favorably — it depends on the situation.
MARI is treatment-focused and compassionate program built to help people choose recovery over the criminal-justice system.
Medication-Assisted Treatment (MAT) pairs FDA-approved medications like Suboxone®, Sublocade, Vivitrol, and Brixadi with therapy, relapse prevention, and ongoing clinical support to reduce cravings and lower the risk of return to use.
MAT works best as part of a plan, not on its own. At Tellurian it's integrated with residential, outpatient, and IOP counseling, individual therapy, group support, and recovery planning. We treat opioid use including heroin, fentanyl, and prescription opioids.
