The CARE (Crisis Assessment, Recovery and Empowerment) House formed in early 2009 as a collaborative effort to improve the mental health and substance abuse crisis system for adults in west central Wisconsin. In light of the complex interactions between crisis system stakeholders – including but not limited to advocates and consumers, county staff, law enforcement, medical personnel and other service providers – the project seeks to incorporate the input of these various entities in such a way as to leverage the expertise of each while meeting the needs of all in a mutually beneficial manner.
